SPN 641 FMI 7 — VGT / turbo actuator not responding to commands

SPN 641 identifies the parameter the control module is monitoring — vgt / turbo actuator not responding to commands. FMI 7 is the failure mode the module logged against it. Both numbers matter: the same SPN with a different FMI is a different repair.
